Chapter 5 - The Setup

Safe in one of Donnie’s underground basement casinos, Marcus formulated a plan. He couldn't fight Silas Reed’s army head-on, nor could he trust the local authorities with the ledger. He needed federal intervention, but the FBI's regional director was also implicated in the files.

He needed to draw Silas out into the open, somewhere public, where the feds couldn't sweep it under the rug.

Marcus used a secure line to call Captain Reynolds, the corrupt cop.

"Reynolds," Marcus said, his voice cold. "I know everything. I have the blue ledger."

"Marcus, listen to me," Reynolds pleaded, playing the part of a concerned friend. "Turn yourself in. You're having a breakdown over Maya's death. Let me help you."

"I'm willing to trade the ledger," Marcus lied smoothly. "For my granddaughter’s safety and a clean slate. I want to meet Silas. Face to face. Tonight at the old Navy Shipyard. If he’s not there, I send the files to the New York Times."

He hung up, knowing Silas's ego wouldn't let him refuse.
